How Sofia Can Greatly Benefit from Tree Mapping and Safety Inspections

During my visits to Bulgaria, and particularly to the city of Sofia, I’ve had the pleasure of enjoying its beautiful urban parks, tree-lined boulevards, and green spaces. However, I’ve also noticed that there is significant room for improvement when it comes to the structured care and maintenance of urban trees. One powerful way Sofia could enhance both public safety and environmental sustainability is by implementing a systematic tree mapping and safety inspection program. This sounds very complicated but it’s easy to understand, let me explain.

I see how cities like those in the Netherlands are already benefiting from this program—I explain in this article why it’s time for Sofia to adopt a similar approach in 3 clear, practical steps.

Step 1: Mapping All Trees – Creating a Tree Inventory

The foundation of any effective urban forestry management strategy begins with mapping. This means recording every public tree in the city into a centralized Geographic Information System (GIS) database. In the Netherlands, nearly every municipality has such a tree inventory in place.

When a tree is registered, many aspects are noted; hight, diameter, species, location etc. It is important that the city has a clear overview of public and private property to make sure only the trees belonging to the city are registered.

The collected data provides interesting insight into the trees of the city. For example:

  • What are the dominant tree species, how many trees does the city have?
  • Where are the high-density or low-density green areas?
  • Which trees belong to high-risk species or are nearing the end of their lifespan?

For Sofia, this would be a game-changer. A clear, up-to-date map would give city planners and green space managers a powerful tool to understand their living assets and make informed decisions.

Step 2: Tree Safety Inspections – Protecting Lives and Infrastructure

Once trees are mapped, the next step is executing tree safety inspections. In the Netherlands, this is not only a standard part of urban forestry management—it’s a legal responsibility. Certified inspectors assess each tree’s stability, root health, trunk condition, and branch integrity, often using techniques like Visual Tree Assessment (VTA) and even resistograph or sonic tomography for internal decay detection. During this safety inspection, specific maintenance measures are advised with as goal to make the tree safe, healthy and sustainable. These measures are ranked on urgency, in that way it’s easy to determine where the maintenance is most needed.

Why is this so critical?

Every year in Bulgaria, people are seriously injured or even killed by falling branches or uprooted trees during storms. Tree failure isn’t always predictable without a proper inspection. Trees may look healthy on the outside but could be suffering from hidden decay or structural weaknesses.

By implementing regular inspections, Sofia could dramatically reduce the risk of tree-related accidents, especially in public areas like parks, sidewalks, and playgrounds.

Step 3: Strategic Maintenance Scheduling: Efficient, Proactive Care

The final and most impactful step is using the collected data to create a strategic maintenance schedule. Once you know which trees are at risk, which need pruning, and which may require removal or replacement, you can allocate resources wisely and prioritize interventions.

This avoids the common (and costly) scenario where cities only react to emergencies. Instead, Sofia could transition to a proactive system, where maintenance is planned ahead of time, budgets are more predictable, and the health of the city’s green canopy improves year over year.

Dutch municipalities typically plan maintenance several years in advance, using risk levels and tree ages to determine optimal pruning cycles, replanting strategies, and budget allocations. It’s efficient, effective, and greatly reduces liability.

Final Thoughts

Sofia has a beautiful natural heritage, and its urban trees play a critical role in reducing heat, cleaning the air, supporting biodiversity, and improving the quality of life for its residents.

By following these three steps—mapping, inspecting, and maintaining trees with data-driven care—Sofia can create a safer, greener, and more resilient city. The success of this approach in the Netherlands is a clear sign: this works. It’s time to bring that success to Bulgaria.

If implemented well, this process doesn’t just save lives. It also builds a more sustainable and liveable city for future generations.
